Can I put DWF Mad Hatter into play if I discard him with the Triskellion's power during combat- assuming I have not controlled the Mad Hatterr previously this turn but do control either an Arkham Inmates or Secret Six character?

Correct me if I'm wrong, but Triskellion causes you to RFG, not discard.

Whenever Mad hatter is discarded during the combat phase, you may put him into play if you control an Arkham Inmates or Secret Six charactar and have not controlled a charactar named Mad Hatter this turn.

i believe that if you do discard a mad hatter of of triskellion, he will never enter the removed from play zone. so, yes, he does come into play. I think.

Yes, EomE makes him come out for free. Any discard during the combat phase will do it.
