The thread title is kind of vague so let me give an direct example.
Say I have Wicth Queen La Fay
And equip her with the Goblin Glider
If "IT'S NOT YOUR MYSTIC DRAGON, ARKON" get outwitted, can I still use Running Shot granted by the Goblin Glider?
Or does the fact I can't use "IT'S NOT YOUR MYSTIC DRAGON, ARKON" mean hat I can't use any Speed powers.
When Outwitting "Mystic Dragon," it is that special power that is being Outwitted, not Running Shot, so you can still use it if you are equipped to the Glider. If Running Shot is Outwitted, than she can't use RS at all, despite having access to it by both the Mystic Dragon power and the Glider.
Nlegore answered this correctly and with good detail.
And I agree with the answers.
It just that I got the ruled otherwise during Nationals recently, and I kinda wanted to have a strong confirmation if it's come up again. And Wizkids is unlikely to answer it.

WIN isn't likely to answer because it's a straightforward logic question and answer... the fact that it was ruled against you at nationals means that you had either a really incompetent judge or he grossly misunderstood the question.
"Witch Queen Le Fay can use all standard speed powers except Earthbound/Neutralized and Stealth."
So if you lose that power, you don't have those powers to use, right? If my Captain America didn't have HSS (none of them do to my knowledge), would that man he could never use it from another source?
Ultimately, if you counter the special power, that doesn't prevent you from getting or using a standard power from a separate source... that's always been the case.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

The WIN answers tons of "straightforward" questions. They even manage to get most of them right. And incompetent judges at major events is, frankly, commonplace. WK's doesn't bring people in to judge events based on any real merit. They have nothing in place to even test for actual rules knowledge. They bring in people they know/like.
Mind you, I'm friends with quite a few of those people. So it's nothing against them. The ones I'm friends with, however, tend to be smart enough to know they don't know everything. Unlike the ones I seem to butt heads with. I literally had a "WK's judge" try to argue with me over something incredibly stupid on FB the other day, concerning triggers. It's a basic rules concept, in black and white in the rulebook, clear as day. Stuff like that is why I'm burned out on this game in general. It becomes difficult to help support the community when you have willfully obtuse people in marginal positions of "power" contradicting you for the sake of their own egos.
At this point, even "official" answers are almost meaningless. Just look at the Starro ruling on the WIN. The ruling given is objectively incorrect. If there were any kind of transparency, they would at least explain that it is meant as an intent ruling, if not actually issue errata. But they don't bother, because no one at WK's actually cares about the health of the game.
Point being, take any ruling given at a "major event" with a grain of salt. There hasn't been a single major event where I haven't heard of multiple egregious errors. If something doesn't sound right, appeal to the head judge. They'll still probably get it wrong, but at least it will be "official". Best you can hope for is they make everybody stick to the same ruling for the whole event, so as to not completely undermine the integrity of the it.
And yeah, nlegore was spot on with his explanation.
