Yes, as do all of the cards that bring figures in... all of the ones that aren't called ID cards (arkham case files, and all) have a notation on the back that say they are treated as ID cards. They also work on the JL teleporter.
It's kind of funny to think about, but you could have one from each grouping (wanted poster, ID card, arkham file, student ID, etc) on one and have a multiverse teleporter.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

The JLA Watchtower was a dumb idea because the Avengers Round Table did the same thing, we didn't have to pay for it, and all the ID cards are compatible with it. I wish The Watchtower had some other benefit

Two counters...
1) If you didn't have access to approved play, or missed out on the relevant events, the Watchtower was another chance to get the Resource.
2) For those who did have access to the Round Table, the resource was just a bonus. The real draw was the four IDs that came with it.

This. And that the teleporter was modern for a year longer was the other main reasoning I heard... but yeah, it was dumb that they had exactly the same effect. I mean, even for those that miss the OP events, there are so many extras that flood the market that you could find them in eBay for just a few bucks (compared to the $20 price tag on the teleporters) so the only real reason to spend the money on it.
