If a character loses PROTECTED: Outwit or Protected: Outwit, I can Outwit the special that has a STOP, and this figure loses STOP.
Unfortunately no, unless there is a power to negate Protected: Outwit, as per STOP in the PAC:
STOP: When this click is revealed due to damage taken from an opponent’s
attack, stop turning the dial. When this character would be healed by
Regeneration or Support, it’s healed 1 less click. Protected: Outwit,
Pulse Wave.
The stop contains Protected: Outwit, so the STOP click cannot be outwitted. Unless the special power has been stopped by say Dr. Dooms FEW MEN ARE AS SUBTLE AS DOOM. In which case you can remove the STOP click if its under a special power.

Example: abpi074 Thanos use perplex to tmt058 Uni-Mind
THE BIOLOGICAL APPLICATION OF COSMIC POWER: Perplex, ...... When Thanos uses it to target an opposing character, that character can't use Willpower or PROTECTED: Outwit or Protected: Outwit until your next turn.
Therefore tmt058 Uni-Mind can't use Willpower or PROTECTED: Outwit or Protected: Outwit.....
so a figure can Outwit the Uni-Mind defense special...

So if UC Thanos did use his perplex on say Immortal Hulk turning off his PROTECTED/Protected: Outwit, An opposing character to Hulk can then Outwit the STOP click that Immortal Hulk has preemptively.

STOP clicks are(or tend to be) a Special Power.

Yow cant't Outwit the stop, you can outwit only the special power.
STOP is a phasekey not a power.

First things first... You have to be able to outwit the power in the first place.
STOP clicks are protected. You have to be able to get around that.

This is important distiction.

Outwit can target any standard power, or any special power on a character card.

This is important distiction.
For example:
Industrial spy can choose the power that the target character does on have on their card, allowing him to use that power.
Can't you choose a standard power whether it's on their card or not?
An opposing figure w/o Prob on their card is equipped with something giving them Prob, I can use Outwit on said figure choosing Prob. Correct?
So Industrial Spy targets anyone he legally can and choose Hyper-sonic Speed to Outwit then he is able to use Hyper-sonic Speed?

Industrial Spy can choose HSS regardless if his target can use Hypersonic or has Hypersonic Speed printed on his dial and/or card.
After he chooses HSS the target can't use HSS (regardless if they could have used HSS in the first place). As a result Industrial Spy can use HSS.
On the other Industrial Spy can only choose "Run like Wind: Character can use HSS and Leap/Climb" only if the target has Run like Wind print on their card.
In short: Outwit only cares if the character is capable of using power for Special Powers, and you can choose any regular Power for Outiwt.
Which makes Industrial Spy a Choose a Power character that can additionally use Outwit.
