I have been looking through the main rule book and can't seem to find an answer on this, but can the new FF Starter Doom and Richards use their special non-outwit/power cancellation be used to get rid of STOP clicks on characters within 4 squares? I know that STOP can't be outwitted, but the secondary effect of the power, beyond the outwit, simply says "can't use" so what's the specific interaction here?
Protected: Outwit only prevents targeting by Outwit. These special powers are designed specifically to circumvent Protected: Outwit and PROTECTED: Outwit
It's important to note that you must pick a power the target can use. You can't pick a special power unless it's showing on the dial, so you couldn't preemptively pick You Have Angered Doom while he's still on click 1.
Yes, those powers can both negate STOP click special powers if the other conditions are met. As you noted, Protected: Outwit and PROTECTED: Outwit both just protect against outwit. Something other than outwit that has a similar effect to Outwit is not protected against and will work as intended.
I find it "interesting" how fans have complained a lot about the power of Outwit - to the point the effective minimum range was changed from 10 to 6.
WK goes through the trouble of designing figures with protected: outwit including the age-old Power Cosmic and Q team ability.
Then they design a super-negation power to render all those abilities moot.
Reed's 'Can't Use' power is what prevents Doom from every beating the F4.
I've KO'd Doom twice at 300. First, fly Human Torch through Doom, dealing 1 pen and moving him to his STOP click.
Reed Outwits PC and 'Can't use' his STOP.
Sue TK's in Ben Grimm who smashes Doom for 6 straight (theme prob as necessary).
Doom is now sitting on click 8 if he is at 300 and likely KO'd at 200 (depending on knockback). Going in at 100 is Doom's best defense against Reed, unless Reed is at 75 - then Doom is one-shotted.
It is kinda sad - but the degenerate possibilities of Silver Surfer maybe make Reed (and Doom's) can't use ability as necessary.
Of course, better design would be nice, but "WizKids"...
Visible Dials and Pushing Damage need to be optional. This is the way.

Richards and Doom are canonically smart enough to outsmart gods and cosmic entities. I think they deserve it.

Doom didn't just outwit the Beyonder (who represented the totality of a universe) - he took his power! And Reed is probably smarter than he is. Though obviously not as ruthless or awesome.

No. You "can use" powers showing on your dial or available through traits or equipment, etc.

Outwit can now get to powers that a character can't currently use because it specifies so on the power:

So Outwit lets you pick any standard power (not just one the character "can use") or any special power printed on the card, regardless of whether the character can use it.

Well, at the time the original Secret Wars was written, the writers intended Doom to outsmart an infinite being and gain basically infinite power.
And I haven't read the newer Secret Wars stuff.
And I hate most retcon stuff.
He still stole the Silver Surfer's power cosmic, fought Mephisto, evaded a group of Celestials, etc.
He should be able to beat PROTECTED: Outwit, and Richards should be able to do it back to him.

Then it turned out he was a godlike being, only an infant one, and his parents got bored of the multiverse so decided to blow it up.
Then Doom beat them up took their power, and with the help of Molecular Man, build a world of the scaps of universes left behind.
Then Reed beat up Doom and went off a road trip with Franklin the rest of the Familly and Molecular Man to rebuild the universe.
But now they're back.

What I love about this is that each power fits each character so perfectly.
Doom's "take away" effects opponents of lower point value which represents his arrogance and bullish nature. While Reed's effects opponents with a higher point value, which represents his logic and heroism.

Without Reed’s can’t use power, the FF would have no shot at beating Doom. If you are playing Doom as a one man army against the FF, you have to be very strategic. I believe Doom at 300 vs. the FF at 300 is an even match. Dice rolls, map and strategy will be the determining factors in who will win. Good job by Wizkids!
