050 Spider-Carnage from the new Absolute Carnage set has:

Six-Armed Terror: Leap/Climb, Sidestep. // POWER: Make 3 close attacks, maximum damage value 3.

Does that basically mean that each attack can deal a maximum of 3 damage, or the total power action can only deal 3 damage? I see it as each attack can only be a maximum of 3. So if you perplexed damage up to 4 and hit, it would only deal 3 total for each hit.

It’s basically saying that if your damage value is more than 3 in any of those attacks, it would turn to 3 instead. HOWEVER the power only refers to damage value, not damage dealt, so there are a few possibilities or dealing more than 3. Crits don’t modify the damage value (rather the damage dealt) so they could still deal up to 4 damage. Other effects that work the same way could as well (effects that say “increase the damage dealt”, though I can’t think of any).

Without any of those special exceptions, he has potential to deal a maximum of 9 damage with that one action.
