Knockback off elevated terrain

Knockback off elevated terrain

If a character on the edge of elevated terrain is hit with doubles and is supposed to be knocked back, what happens if there is already a character in the square of terrain they would be knocked into at the next level below?

I love Heroclix, it's my favorite hobby since 2002.

2 is checked before you even get to whether or not there's an elevation change.
