Welcome to the November Dial Design Contest! These are the general rules of the contest are simple:
Anyone can submit and/or cast votes during any of the three rounds. Each round features a new design parameter and participants have a week to complete, submit, and edit their single-dial (unless otherwise specified) entry right here in the thread, after which the community will vote on their favourite dials. At the end of the voting phase, the most votes win the round, and the most votes after three rounds wins the contest. Constructive comments are always welcome. Language not conducive to the current PAC (including updates from SMBA) may affect a judge's voting consideration, so please avoid use of retired terms and symbols. Character selection may come from any medium unless specified, but references for non-mainstream characters should be included. Please use the Dial Generator provided in the Units section.
As a meta rule, during voting phases, please do not quote entire dials when making comments, to make things easier to read.

Going to ask this before I decide on a character, does a character count if they used a time machine, but they themselves can't time travel without it?
My Final Revenge...: At the beginning of the game, choose an opposing character to by Mysterio's Target. Whenever the Target deals combat damage to a friendly character, they take damage from the Mystics Team Ability. Drive You Insane by Killing Your Friends: If an opposing character adjacent to the Target is KOed, the Target has -1 Combat Stats until the beginning of your next turn. If two opposing characters are KOed this way, the Target cannot use ranged attacks for the rest of the game. I Stole This Too... From Kraven: POWER: KO Mysterio. No Victory Points are scored from this.
Mysterio is a villain who specializes in special effects and who frequently uses holograms -constructs of light- in his schemes.
Mysterio has been dialed several times over the years, so how to give him a touch of specificity? Use the Guardian Devil version.
In that story, Mysterio was dying of cancer and was obsessed with killing Spider-Man... except he thought the current Spidey was a clone and not worth his time. Instead, he bought Daredevil's secret identity from Kingpin and set about systematically destroying Daredevil's life with an over the top supernatural apocalypse storyline that would see Karen Page killed.
The end of the arc sees a triumphant Daredevil mocking Mysterio for his hackneyed plot, which leads Mysterio to commit suicide. Interestingly, this feels like metacommentary on Kevin Smith's comic book career-- most of his stories were rehashes of his favorite comic stories or attempts to mesh his comedy with ill-fitting characters.

I would say that the use of the machine constitutes the manipulation of time, also allowing them to travel it. I didn't specify it was an innate power they had

Death in Heaven: Leadership. Whenever a standard Character would be KO'd, you my generate a Cybermen Bystander [MAX 10] within 4 squares and line fo fire. If you generated them in a Grave terrain marker, they have Autonomous this turn. I couldn't keep calling myself the Master: Shape Change. When Missy would be targeted with Outwit, Shape Change, or Probability Control, she can use Shape Change as if she were targeted with an attack. Just in time for Doctor Who's anniversary, it's my favorite incarnation of the Doctor's archnemesis. Or at least, one of their archnemeses. She was one of my favorite cards in the Doctor Who/Magic: The Gathering crossover, and I wanted to see if she translated as well to clix as to MTG.

Thaks for catching that, sometimes the dial generator cuts off text and I don't fully understand why. That or it could be a copy/paste error on my part.

Targeting Adjacent THE COMET: Running Shot. When The Comet uses it do not halve speed. LIGHT BURST: POWER: Make a ranged attack that targets all opposing characters within range and line of fire. Instead of normal damage hit characters are given an action token and modify their attack -1 until your next turn.

I was a big fan of all of the different comic companies in the 90's. There were sooo many. But after seeing the prompt for this round the cover of The Comet #1 flashed in my mind. I reread the first issue, and realized he did a blinding flash to disorient his enemies.
Depending on the prompts for the next rounds you might see a few more of these 90's heroes.
