Normal figures cannot use TK on more than one target.
However, the Sinestro construct has TK and the big-fig multi-attack ability. So, the Sinestro construct can use TK (any of the 3 options) on either or both actions provided by the multi-attack ability.
The only character that can TK 2 figures with one action is the Experienced or Veteran versions of Sinestro.
The multi-attack allows you to give two power actions, close combat actions or ranged combat actions for one action. so you can use TK twice to launch 2 figures into battle.
What people are talking about with Double TK is a few people are starting to use two TKers on a team...
This either allows for two surprise TK attacks in a turn... or you are allowed to TK out a TKer and basically allow a single figure to go anywhere on the board.
Played right (and with the right TKers) this tactic has the makings of a whole new popular stragety.

To effectively do the double TK move in one turn you need 3 TKers. 1 TKer shoots 2 TKer out into the middle of the board. 3 TKer shoots someone next to 2 TKer to be TKed again. With this combo you can effectively move your Spiral 20 squares and still attack.
what about characters like exp green lantern from cosmic justice who have two bolts and tk? can he move two people up or can he still only move one? and what about using it to throw objects. can he throw 2 objects in one attack?

Anyway, TKing opposing characters (option 1) is a cc attack, so you can't use a multi-target attack there. Moving friendly characters and objects (option 2) is not an attack at all, so you can't do it there either.
As for attacking with an object (option 3): Well, the answer isn't so clear. Other than just being told it can't be done (which I have been told by people with actual influence in the rules), this is the best I can come up with: You can only use 1 object to attack with using TK (as per the PAC: "(3)It may make a ranged combat attack using an adjacent object that is not held by another character..."). Since the object is a single thing, it cannot be divided among multiple targets. I know it's not the best answer in the world, but it is the best I can do with what I have....
