I always thought u could fly over outdoor blocking terrain. But at my last 2 tourneys we were playing on the outdoor X-map, and both judges said u could not fly over the thick black lines.

The situation actually helped me, so I didnt argue it. Arent they wrong?

They are wrong. Only flyers and Leap/Climbers can actually land on/get to the top of OBT, though (minus the presence of a ladder).

The rulebook says that soaring characters are flying HIGH above the battlefield... so why would they be blocked by, say, a chimney? Yeah, you can't always use logic to figure out what the rules are saying... but the rules do no prevent you from flying over the lines in this case (just a ahole_derby said)

Doesn't even matter if they are soaring. Flyers can hover, or fly low, right over.
