It seems to me that as long as the PC'er has LOS to and is within 10 squares of Galactus, the roll can be PC'ed, as you can force a reroll once when it is not your turn. However, the confusion lies in the question: whose turn is it? If it is the outwitter's turn, then obviously he couldn't force the reroll of another player's roll on his own turn, but maybe one of the other player's could, since it is not their turn.
Having just played the Galactus scenario, and trying to figures this very issue out, I found this thread. Sadly, no one has actually answered it yet :-)
So given the confines of the scenario:
-Galactus never gets a turn, but attacks when he takes damage. His attack might be considered a turn, so I figure you can use PC to affect Galactus's attack roll, once per time around.
-PC can be used once on your turn to affect one of your die rolls, and once on an opponent's turn to affect their die roll. When you Outwit Galactus, you are Outwitting him on your turn, so I figure you can't make him re-roll on the Outwit avoidance roll, much like you couldn't make him re-roll a Super Senses roll.
So I guess I have answered our question--presumably, the Outwitting of Galactus never takes place on Galactus's "turn". So you can never make him re-roll it.
Whenever Galactus takes an action, the player to the left of the player whose
character damaged Galactus rolls the dice and determines the effects, if any.
So if the player to your left makes the combat die rolls then I'd assume this player would also roll the Outwit dodge. And Taxeon is correct about PCing this roll.

ah but one thing I have been curious about is if the PC'er belongs to a third party. then maybe you could since technically Galactus and the Attacker are rolling when it is not your turn.
