No you can't. A flyer is only taxing someone during the movement. Once they stop they put them down. You can only TK one person at a time.

if i am interpreting this right the answer would be no. i think that once a taxi picks up a character and moves, it is carrying the character. but when it stops moving, the character is put back down. since picking up a character would be considered an action, tking them wouldn't make any sense. the flyer couldn't make any more actions and the passenger couldn't either.
