I'm gonna apologize up front about this question. I tried to find it in the forums, but I couldn't find it. I'm sure it has been asked a hundred times though. Here goes.
With outwit the rules says once on your turn. Does that mean that your I cannot outwit something during my opponents turn even if I didnt use the power on mine? This is the way I read it, but my friends assure me I am wrong. Just to clarify the question I will give an example.
I have flash sitting with a clear 10 space line of fire to my opponents destiny. My opponent tries to attack one of my figs with his Ulik. I outwit his destiny's PC in order to increase the chances of a miss. Is this legal? And if I can outwit on my opponents turn does this mean I can outwit once on my turn and once on my opponents turn? And how does this work in relation to how Perplex works? is Perplex different? I'm sorry if all of these have been asked before but my playgroup needs to know.
You can only do it on your own turn.
If you don't use it to assist an attack in your own turn, then
you need to plan ahead, and decide what to deny your
opponent in his/her turn, before his/her turn starts.
You can use Probability Control once per round when it's not your turn, and you can use TA's like Mystics or Fantastic Four during your opponent's turn, provided you understand the timing.

If you have a figure with STEALTH in HINDERING TERRAIN - AND based NEXT to him is an enemy with outwit (Lets say R Black Panther). Can the OUTWITTER do an OUTWIT on the guy in stealth that he's based with?
alright now that we are on to the subject of stealth is it true that stealth cancels out stealth? As in two stealthed characters in hindering terrain can target each other with a ranged combat attack and other actions that require line of fire?

Nope. They can make close combat attacks against each other, but if someone is in stealth, then Line of Fire (LOF) or Line of Sight (LOS) cannot be drawn to them. Unless you're using the Superman/Ultimates team ability. So, Deathstroke in a bush next to Batman on a dumpster cannot outwit eachother.
Never heard that one before. NO stealth does not cancel stealth. The only things that cancel stealth are the Superman & Ultimates team abilities or the guy using the stealthy piece (This is done so that the character can be seen for perplex or PC.).
