Anytime, including after the attack roll. Even if this were a free action, it is not the only free action used during another action (Enhancement being an example).
Yep, when it says anytime it MEANS anytime, I think that's what makes the TA so good. When you roll one less then you need it's always fun to say 'I think I'll use my Ult X-Men TA now...'

Yeah, there arent many game mechanics that function like this, but it is the intent of the rule.
It's like Outwit taking place at anytime during your turn (except in the middle of an action, of course) and Poison at the beginning of your turn. You just choose to use Outwit "at any time" before the "beginning of your turn".
That is just way too cool! I was trying to come up with a team to take advantage of some of my wild card characters and I now know for sure I'm going to include at least one Ult X team member!

Anything which is a free action will be labeled as a free action. As UXM TA is not labeled a free action, it isn't one. In fact, it's not an action at all.
That said, free actions generally can be done at any time.

Not to bring you guys all down, but it won't work. If you used it after the attack roll, it would be too late. The attack already missed. Increasing the attack at that time would increase the figure's attack. But the attack roll is already made and you would be stuck with the results.
This was asked regarding the 2000AD TA in the WK's Judge's Forum and Brother_Magneto posted which tacitly went along with the overwhelming consensus of every judge who posted on the thread that it could not be done.
