I'd keep him out of harm's way and let his mosquitoes do the work. For not risking any points, they wreak serious havoc. Don't forget that they can carry each other!
If you can get enough tattoo tokens out there he can be +3/+3 which would bring his stats to a pretty good level. Its a bit of work but the payout can be quite good. He's actually not bad but there are other Dooms out there for the same cost that are just stronger and easier to use. His low damage isn't that great either.
I'm very interested in seeing how he fares, competitively. The dial isn't impressive, but I don't think that I've ever seen a more effective bystander-producing ability.
Oh wow! I'm loving all the legacy cards. Especially this guy! I never got to play him the first time around, but he's definitely hitting the board asap!

This is a figure that looks fun/great on paper. But having used him… he requires a lot of help to make him work. Even with the point reduction and added traits… he is just missing something. His mosquitoes should have been autonomous or he should have been given protection against opposing combat value modifiers. If he had that protection, it would make more sense for him to alpha strike and stay alive/top dial more easily. Instead you have to basically use your action pool for the mosquitoes and to play keep away with doom from opposing figures until enough figures have Tattoo tokens.
It just sucks getting hit off that top dial with no healing. When I ran him, I eventually did get healers on my team thanks to Reed Richards Alpha but taking just 1 damage already sucks for Dr. Doom compared to a lot of other Legacy Card figures who can either heal or still deal significant damage.
