So I tried out my Grodd Con LE yesterday and really dug his “Turn all of Humanity into Apes" special power, particularly the perplex “Devolution” effect

A couple of questions did arise of the effect against different foes:
Against a character with a STOP click, does it ignore the STOP and the defensive power typically tied to it?
Against a figure with Power Cosmic, does it prohibit them from rolling the willpower part of the power to remove a token, if they still have the devolution token?
If so, other perk besides that? I don't think so because a TA is not a power right?
Does this prohibit the devolved figures from gaining benefit from conferred powers, like ESD from the Catcher's Mitt construct?

The way it reads is how I played it. It isn’t outwit so power cosmic is not safe from it. If it isn’t one of the worded powers granted by devolution, then they can’t use it. No willpower, no stop clicks. It is a beastly figure. I devolved Fulcum abominus… it was horrible.

When you say power cosmic/Quintessence/cosmic energy is not safe from it, do you mean that the Safeguard: Outwit as well?

I guess what I'm asking is that if Grodd is successful and gives a devolution token to a Power Cosmic figure, could you then outwit their powers...say the charge that devolution gives them in replacement or is the Power Cosmic still safeguard them from that power being outwitted?
The reason I ask is that Grodd still has that pesky outwit power to use too! Against Old Man Phoenix that would have been awesome!

According to the PAC, their TA would still protect them from an actual outwit use. Nothing in Grodd’s power says anything about taking away a TA. It would only take away will power from the TA because that is a power. PROTECTED outwit would still be present.
Figured as much. Just thankful that it would nerf the willpower, since they could easily remove the devolution token once they cleared an action token at the beginning of their next turn vs. the end of turn.

Even if they could use willpower, removing an action token from willpower or leadership wouldn't qualify as "clears". Clearing action tokens happens from the clearing phase. Removing action tokens by an effect is not the same as clearing in terms of triggers.
