Kang has this power:
MASTER OF TIME: Phasing/Teleport. When Kang the Conqueror uses it and moves 5 squares or less, after resolutions he may make an attack.

Would this allow Kang to make two attacks?

Yes it would. One attack would have to be a close attack, but don't stop there, play the Three of Pentacles in your tarot deck for the chance to make three attacks.

Equip Kang the Conqueror with Skybreaker for a potential fourth attack (phase 4 squares or less within range of Mobius M. Mobius with a minimum of 1 close attack)
