how is this ruled where Legacy Cards are concerned? are they considered the same set the LC came with or for the set the original figure came with?

The legacy card character is from the set the legacy card comes out with.

So if you use legacy card man bat, Scott looks at him as coming from Notorious, not Joker’s Wild.

For the purposes of this effect, a set will be determined by the set symbol on the character’s base. Each set symbol must be the same in order for Scott Porter’s effect to apply. This means Fast Forces characters will be considered different from their main set characters since the set symbols are different. All exclusive figures have the WK (WizKids) set symbol, so they would all count as being from the same set. Legacy Card characters are considered to be part of the set of the symbol printed on their base.

This is the same as Collector.
