NO REST FOR THE WRONGED: Steal Energy. When Vengeance uses it, he heals an additional click for each action token on the damaged opposing character(s). // Vengeance deals penetrating damage to characters with one or more action tokens.
QUAKE
CLOSE: KNOCKBACK. Destroy all terrain markers and printed pieces of blocking terrain
within 1 square, then make a close attack targeting all adjacent opposing characters. Each hit
character is dealt 2 damage instead of normal damage.
Say that Vengeance WOV 056 Charges (middial) & successfully attacks 3 pushed opponents would he healed 6 clicks? Could this power work with Quake to get even more clicks of healing. Say there are 5 opponents he can get adjacent to and they each have 1 token would he be able to heal 5 tokens?

Steal Energy only does the original 1. But his power says for each action token his hit opponents have; so add up all of the action tokens and you get the 1+N -- whatever that amount of action tokens happens to be in all of the characters he hit.
The only thing I am not sure about -- is if those characters have to take damage for the additional healing to go off -- I would assume so since its 'steal energy' and steal energy only works if you did damage (as with Quake being locked to 2 damage -- plenty of invincible using characters etc).

Yeah, you have to deal damage with the characters for Steal Energy, so in the scenario of Quaking three pushed characters, if you hit and damage all three, Vengeance could heal seven Clix.
Quake isn't locked as locked isn't a thing any more. Quake is now "Instead of normal damage."
