I keep hearing talk of always declaring two targets (if possible) for your ranged attacks as a way to hedge your bets. Does this mean if one attack hits and the other misses, i can still decide to apply my full damage value to the one target I successfully hit?

You are correct, You do not have to declare the damage until after the roll to hit so if you miss one target the full damage can still be divided among the other target that were hit.
I can win an argument on any topic, against any opponent. People know this, and steer clear of me at parties. Often, as a sign of their great respect, they don't even invite me.

Damage dealt is divided among "successfully hit targets" which allows you to "hedge your bet" so to speak. No damage ends up wasted.
