i wanna play v rasputin and beef him up a little.

will shield ta increase his damage with PB?

will hydra ta increase av for PB and/or MC?

do i need the wildcard ta to use these TAs?

The thing to remember is that he cannot use a TA to boost his own attacks.

Others can use these TA's to boost them as you described so an Hydra Op would give him an effective +1 attack on all ranged attacks (including PB and MC).

Also, a SHIELD member (or char with Enhancement) would give him a +1dmg on a PB attack...

Not sure about the intent of your WILDCARD question though...you do not need a wildcard to use a TA, you need a char that has the TA printed on his dial to wildcard it...

Partner him with an Ultimates character. That way he'll be able to PB those pesky Stealth'ed opponents. Or have LE Zatanna Zatara fly him around, so that Rasputin can share her Mystics TA with him.

Don't forget that the character with the Hydra TA needs LOS (Line of Sight) to the opposing character you are attacking. Fortunately, the character with the S.H.I.E.L.D. TA doesn't.
