I know one of the prerequisites for Trick Shot is RCE, but...

1. Does RCE have to be showing on the dial to use Trick Shot? For example, UL Cyclops gets RCE later on but can he use Trick Shot at the beginning before he gets it?

2. If I use IC Cyclops with his Running Shot, I can't take advantage of his RCE that is showing but can I still use Trick Shot?

1) The power has to be on the dial.

2) Yes, you can RS and Trick Shot if RCE is on the dial.

You can use a Feat as long as you currently meet the prerequisites stated (ie you have the required power/stat showing on your dial). You do not have to be using the requisite power in order to use the Feat; if you did, then you couldn't use Pounce at all, as it doesn't combine with L/C.
