If a clix doesn't have Outwit on its current click then pushes to a click with Outwit, does he get access to it straight away? I mean can he push to get on to the Outwit then have his other piece take advantage of it straight afterwards on the same turn?

Note that while PC can be used as soon as it is showing on the dial, PC is not an action -- free or otherwise.
