Can a soaring character move over grounded blocking terrain? Like if a flying character has barrier placed in the 4 squares around them, could the flying character simply go into soaring and then move as usual?

If outdoors, the flying character doesn't even need to go into soaring to go over the barrier.

If indoors, barriers extend from floor to celing so the fig would be trapped.

Yes. In fact, if you are outside (which is the only way you can go into soaring mode), a flier doesn't need to go into soaring mode to move over a barrier. They can just fly over it in hovering mode.
