My point of contention is that the wording of L/C is not appropriate; I just wish they had written, "... OR Give this character a Close Combat Action. This figure may then target a soaring or non-soaring figure with that Close Combat Action, regardless of their elevation."
That's all I want... if the ruling is as you've each described, I can live with that. Lord knows I've had to accept tougher, less-sensical rules that are accepted as part of this game. It remains the most fun I have nowadays and understanding it better only increases that enjoyment.

Something someone complains about when they're beaten by a player using established rules more efficiently, fair and square.
Does it matter, though, that the Universe glossary defines "Close Combat Action" as "Given to a character to allow it to make a close combat attack."? Is there a Close Combat Action that is not a close combat attack? The definition of "Close Combat Attack" helps here as well.

All close combat actions lead to close combat attacks. All close combat attacks do not come from close combat actions. (For example the one in Pounce is the result of a power action.) Future rules updates should correct this in the rulebook.
(And there is a difference between a close combat action and a close combat attack.)
