1. Yes. Avengers/JLA/Brotherhood/Top Cow team abilities work with a hypersonic move attack, counting as a free action.
2. Northstar has HSS and does not need to roll to break from an opposing figure.
3. The maximum damage is 4. HSS states, "Give this character a power action. It may perform a close combat attack as a free action. The attacking character’s damage value becomes 1." So after each hit, your damage raises by one. To two, to three, and then to four.

There happens to be a little trick I found out with HSS#2. If you perplex the targets defense down 3 times then the defense boost doesnt come into play when using HSS (since the defense has been modified to the rule of 3 already, it cant anymore).
They told me HSS was a power action today, didnt let me use it as a free action (using northstar). I wasn't gonna make a scene or anything, but I resented the ruling.

Wow, if this is true then very impressive. However, it almost sounds too good to be true. Can anyone else verify this?

JLA, Avengers, Top Cow, and Brotherhood are not free actions. They are move actions which do not count against your allotment of actions for the turn. In all other ways, they are just like any non-free action. They still give the figure taking the action an action token. They still cannot be done after the figure is taxied. And they still are the only non-free action the figure may perform that turn.

See the answer to Part 1.
You can either do a HSS Option 1 action OR you can do a HSS Option 2 action. You cannot do both in the same turn. (And if you do HSS Option 2, then movement is not allowed.)

See part 2.

The maximum damage value is 4. The damage dealt can be increased further by critical hits or objects.

That is not true. What the Rule of 3 states is that when all modifiers are calculated the combat value cannot be more than +/-3. If you decrease a defense value by 3 it can still increase under the Rule of 3.
Example:
Target has a defense value of 14. You Perplex it down to 11 with 3 Perplexers. HSS attack begins.
Attack 1: Defense value is 11 (-3 from the norm) So the Rule of 3 does not come into play.
Attack 2: Defense value is 121 (-2 from the norm) So the Rule of 3 does not come into play.
Attack 3: Defense value is 13 (-1 from the norm) So the Rule of 3 does not come into play.
Attack 4: Defense value is 14 (0 from the norm) So the Rule of 3 does not come into play.
Attack 5: Defense value is 15 (+1 from the norm) So the Rule of 3 does not come into play.
Attack 6: Defense value is 16 (+2 from the norm) So the Rule of 3 does not come into play.
Attack 7: Defense value is 17 (+3 from the norm) So the Rule of 3 does not come into play.
Attack 8: Defense value is 17 (+3 from the norm) The Rule of 3 did come into play because otherwise it would be +4 from the norm so the Rule of 3 limited it to +3.

HSS option 1 is a move action. It can be used with the JLA, Avengers, Brotherhood, or Top Cow TA. But see above that it is not a free action.
HSS option 2 is a power action. It may not be used with JLA, Avengers, Brotherhood, or Top Cow TA because those require move actions.

From the FAQ on HSS:
When using option 1 (the move action option) of Hypersonic Speed, team abilities that allow characters to move without using one of your total allotment of actions may be used as well.
