Grounded means not elevated and not soaring. A non-elevated hovering character is grounded. So...I assume you mean non-flying.
If a non-flying character with the ability to target multiple characters is based by multiple opposing hovering characters and is not also adjacent to any opposing non-flying characters, then YES, it can more than one of the adjacent hovering characters with a ranged combat attack.
If it was adjacent to any opposing non-flying characters then it could not make a ranged combat attack.

Thanks for the help...I get confused with the grounded thing since outside of heroclix grounded actually means standing on the ground not hovering in the air...
