1) What are the rules for the fence that runs through the map?
Fences like this are hindering for movement but not LOF. Basically, you have to stop on the other side when you cross it. You next movement away from it would be at normal speed (not halved).

If that is going to be your ruling, can you please add it to the Map FAQ. I'm not sure that previous Rules Arbitrators have ruled it that way and I'm not aware of any special rules that would make the fence hindering for one thing and not another. Water has special rules in the rules, but nothing else does. So if you are treating this as hindering for one and clear for another...you need to add it to the Map FAQ.
The Map FAQ clearly indicates the fence is hindering terrain with no special mention of LOF so your ruling comes out of left field.

And I guess I also don't see why a fence would be difficult to climb over, but not hinder my LOF. If a gumball machine can do it....

The blue patch in the middle of the map is a puddle and considered to be water terrain.
The brown patch near the pond is a small patch of dirt and considered to be hindering terrain.
If that is going to be your ruling, can you please add it to the Map FAQ.
Lete me start by saying that I posted without looking it up, just going off of memory... so it's possible that I'm wrong.

Finally, lets take a look at what I posted and what you are quoting from the map FAQ (and calling me wrong on)...

You claim that water is the only terrain with special rules. Yet clearly, from the map FAQ line you yourself quoted, the fence does too.
I stated, that you have to stop when you cross the fence. The map FAQ that you quoted says exactly that.
I believe you are also trying to say that the fence (the non-special one?!?!) is hindering for LOF. The fence is a special terrain. The FAQ specifically states that it's hindering for movement but says nothing of LOF. Since the FAQ doesn't specify the LOF portion of it, it leads me to believe that it is clear (otherwise there would be no need to make mention of it as "special" in the FAQ at all).

Sorry. It must derive from the attitude I've been picking up when you do rulings. For the last few months it feels any time you do rule you've been doing it with this "because I said so attitude" which hasn't been sitting well with a lot of the forum users. I'm not the only one who has been picking up on it as you can see in a few other threads. I can link you to them if you'd like. (The Oracle thread is another example, but you can see it in other places too.) Although if you want to discuss it further please PM me about it as we'd be taking this thread off topic.
That said...I do apologize if I came off rude. That was not my intent but rather to help clear up this ruling.

It's special because when you cross it into clear terrain you start your next movement in clear terrain. Much like when you cross two squares of diagonally adjacent hindering terrain moving from clear to clear over that diagonal you start in clear terrain again. That is what makes it special. It wasn't refering to LOF at all. Much like when the rules say that the diagonal of hindering terrain and blocking terrain is hindering for LOF. This doesn't immediately lead to the conclusion that it is also hindering for movement. Which it is not. That would be an improper extrapolation. It just means that it is hindering for LOF.
With regard to the special terrain here...the rules don't say it is clear for LOF like they do for water. Rather the rules state that it is special hindering terrain and then proceeds to tell you how it is special. It tells you it is special because of the aspects I just described above. Since they tell you it is hindering terrain and then never makes an exception for LOF logic would dictate that since no special exception is made that it must be hindering terrain for LOF. You are adding a whole provision that is not there to make it clear for LOF.

Personally I don't care if its hindering for LOF or not. I think your predecesors ruled it was, but the WK forums aren't working so I can't double check. This isn't game breaking or something that is going to have long standing consequences like other rulings can. Since each map is ruled on a case by case basis and WK is taking steps to make it clear what types of terrain are involved down the road, this isn't like other rulings where something here will influence something down the line.
My big statement was...if you are making this ruling please add it to the Map FAQ to add the language you are adding to this provision into print. So is it possible that it will be added?

That's not the way I like to do things but occasionally there are a few users who back me into that corner on particular issues.
The fact that I have several "what's your opinion on X" running on the WK Judges forum should be testament to how I prefer things to run. However, there are a few people (usually Judges)...
Also, you'll note that I ended my post with a "laugh", which should tell you how serious I was about my posting.
As for the fence ruling, I distinctly remember it being ruled that it was not hindered for LOF. I'll run it by the designers to double check when I submit my next list of questions.
