1. If someone is using barrier can I destrot their barrier?
2. Do I have to make an attack role on it?
3. Will it leave hindering terrain for the remainder of the game or just for the duration that the barrier what have lasted?
4. Can you put barriers on hindering terrain?
5. If some an enemy character has based the barrier character can they still create a barrier or does this count as a ranged attack?
6. Could I use other ranged actions like PC or outwit if i were both grounded and based?
7. Do figures obstruct line of site for TK?
8. Can I use RCE to attack multiple targets?
9. Can You TK big or giant figures?
10. How do you destroy objects?
11. Can you outwit a stealthed characters stealth?

First, PC and Outwit are not "ranged actions." PC isn't even an action. They both do require LOF, though.

And you can still use them even when based. They are not attacks.

And the proper term is non-flyer...not grounded. Grounded is a game term meaning not elevated and not soaring. A non-elevated hovering character is grounded.

Make an attack against them dealing at least 3 damage. Same rules as destroying blocking terrain. (If you need more...just ask.)

If you can draw LOF to them. So if they are on hindering terrain...unless you have Ultimates or Superman Ally TA you cannot.

Note you can Outwit the stealth power. You cannot Outwit stealth-like TAs since you cannot Outwit TAs.
