I had been told if a character has one token on him and on the opposing characters turn he is incapacitated once(so he has two action tokens on him), then the very next turn he is eligible to be used.

Yes. The character is pushed, and the owner cannot use that figure the next turn until the figure clears.

WF got the answer right but it should be no
Sequence
YOur turn: Character A takes an action, you place a token
Foe's turn: Character B hits with an Incapacitate Attack and places a second token on Character A. Character A takes their click.
Your turn: Character A can take NO action that would give them a token and clears at the END of your turn
