Say you have a wild card copying Superman Enemy TA and outwits a superpower, but then needed to change to Batman TA to avoid getting shot by an overly powerful character. When that wild card character changes back to Superman Enemy, would the power outwitted still be outwitted? I don't think it would but someone told me that it would be since outwit would be gained again. What do you think? Hmmmm. Maybe Hair10 will know.

You are correct. The power would NOT be Outwitted again. When Outwit is lost, the power will only be Outwitted if the power is actively Outwitted again. The return of the Outwit power does not automatically cause the power to become Outwitted again.
Example:
Batman has Outwit and Outwits a power. Batman is hit and gets CCE. The Outwitted power returns. Batman is hit again and gets Outwit again. The previously Outwitted power is still active. The return of Outwit does not Outwit the power again.
