THis question will appear redundant to some readers. I asked a similar question to this last week but it did not involve perplex.
KC GL is on his initial click. The KC GL figure has a range of ten and can attack two figures (2 lightning bolts). The dial reads: Movement-10 (gray/RS), Attack-12 (gray/TK), Defense-20 (purple/WP), Damage-4 (red/RCE)
KC GL has three E DEO agents all within range of GL and the opponents. Each DEO agent perplexes up GL's damage.
KC GL faces two opponents on their initial clicks in range. The opponents are E Blade with Defense-15 (purple/WP) and Deadpool with E Defense-17(white/none).
GL rolls an eleven. How can he decide to distribute damage to the two opponents?
You have 7 damage to distribute between the two (4 base damage + 3 from Perplex).
You can not use a multi-target range attack with RCE, and even if you did you could only use Perplex once more on his damage value (2 from RCE +1 from Perplex=3).
No stat can be modified by more than +/- 3. That includes RCE,CCE, Perplex, ES/D, ICWO and so on.
Also, you may distribute the damage any way you like: 4 to one and 3 to the other, 7 to one and zero to the other, or anything in between. This is why you should always use the multiple-target attack when you can (barring using the RCE single target bonus). You can go for the target you really want to hit, but then have a back-up target in case you miss the main target's higher defense or whatever.

AND, if you roll a 12, you automatically do a click of damage to target #2, even if you throw all the other damage toward target #1.
