can a character with a range that is not 0 attack an adjacent character?



For example lets say that happy face with shades is (CICLOPS) and angry face is
(HULK), can CICLOPS attack HULK? or his only option is to break away.

Right now from what i've read and discuss with some friends if 2 grounded char.
are adjacent and none of them have 0 range they cant attack each other, however if one of them is hovering and the other one is grounded or if both are hovering or flying they can make any type of attack.

Cyclops can attack Hulk with a Close Combat Attack. But he can't make Ranged Combat Attacks, so he can't use RCE. If this is Ultimate Cyclops that isn't too big of a deal, though, since he doesn't get RCE until his 2nd or 3rd click (depending on the version).
