Here is agood Scenarion.
Vet Arsenal states he will Outsiders Vet FF Hawkeye. Hawkeye cannot use RCE, and loses the bonus of Energy deflection. There happens to be a Vet Kid Flash next to Hawkeye. Vet kid Flash may not perplex down Hawkeye's Defence, but The defense bonus from Hypersonic speed Option 2 is nullified So kid Flash needs repeated 6's(Perplexes up his attack) for the flurry. Or You could Outsiders kid Flash so that the Three Conartists cannot perplex his defence down during the opponent's turn.

Outsiders nullifies

CCE
HSS op 2 def bonuses
Energy deflection
Peplex
Enhancement
and a couple TA's
It does not change Pulswave (although I think it should nullify the Range halving part)
It does not nullify EE
It does not nullify Incap
It does not Nullify Blades

I don't knoiw if it Nullifies ICWO.
I may have missed parts.

Outsiders doesn't work on modifiers granted by feats.

For the HSS Option #2, you can also nullify the +1 damage per each hit. Basically all the attack could do to you is his base 1 damage + knockback + crit hits. I haven't seen it used, yet, but I'm sure that it would upset the low dmg HSS guys (most of them).
