Okay, this is probably a silly question, but I'll got for it anyway. There is a split among the people at my store over it, and I can't seem to find anything that 100% says one way or another...
Can a character on elevated terrain shoot another character on another piece of elevated terrain? If yes, can they shoot at each other even if one (or neither) is on the edge?
Like I said, it seems silly, but all the rules I can find are for grounded vs. elevated, or on the same piece of elevated terrain. The short answer says yes, because they are both elevated, but the long answer says that "elevated" covers anything that isn't on the ground, and all elevations may not be the same.
I can't find any rulings on this, or any rules I'm missing that woudl state definitively one way or another, although I'm sure there has to be one...
I don't think so. That doesn't take in to account that buildings are very often different heights. You don't usually see a row of buildings that are all prefectly level with one another. So someone standing on the roof of a five story building wouldn't be able to see someone standing on the roof of a forty story bulding. If both were on the ledge though, then I would say yes.

While this might be true in real life, in the GAME, all elevated terrain is the same height. So if you are on the roof of a building, you can see everyone else on the roof of every other building.

In a nutshell, those are the two sides. Of course, either reasoning doesn't really do anything at all to explain the fact that Soaring is apparently the same height regardless of terrain/elevation...
In the Heroclix rules there are ONLY two elevations: Grounded and Elevated.
I take it you're counting Soaring as an ability rather than an elevation; I see it as being a bit of both.
I guess, sadly for the players who are trying to bring real-life logic into the game, there really is no such animal when you're dealing with gamma-spawned mutants and aliens from red sun solar systems.
Soaring is not an elevation. There are no "two sides" to it. WolvieFan9 and The Vision are correct. All the buildings are the same height. A Soaring figure in between two figures on two different buildings will not block LoF between thos two elevated figures.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.
If you need evidence of this for your fellow players, look no further than Icons rulebook page 26, paragraph 2:
Quote
...If the line of fire between an attacker on elevated terrain and a target on elevated terrain crosses an even number of elevated terrain boundary lines, it is not blocked...
