the precise wording of the two feats makes me think that submerged characters cant be "trick-shot"ed? am i right or wrong?

According to the lates errata (just posted a little while ago!), any TA or Feat that ignores hindering terrain will work against Submerged. From the DC errata:

As water terrain is hindering terrain, powers, abilities, and feats that allow a character to ignore hindering terrain for line of fire purposes would also allow the character to ignore Submerged.

So Trick Shot *will* work against Submerged figures.

The Sept. '05 FAQ was just upped, and on Trick-Shot [quote]...and it ignores characters and hindering terrain for line of fire purposes.[/QUOTE So you may Trick-Shot a Submerged character.
