You fire an EE and declare 16 to be your target (you hate 16's smug attitude). Your attack is 9
You roll the dice and get 7 for a total of 16. You compare this roll to yout primary target. Did you hit? Yes. Because you hit your primary, you can now compare the same roll to any figures adjacent to that one. You look and see a 14, 15 and 17. So the two that you beat also take 1 click. 17 is not hit
Now we get complicated. Imagine You has two arrows
Now you are targeting 12 and 16
You roll the bones and get 9. WOO-HOO 18 total.
You compare the roll to primary target 12. A definite hit
You compare the roll to primary target 16. Also a hit
You can now compare it to all figs adjacent to them
12 is adjacent to 14, 15, 18 - all of which would be hit by the same roll. They all WILL take a click
16 is adjacent to 14, 15, 17 - again they all will be hit by the blast
In this case 1 & 15 were hit by two splashes so they will take 2 clicks, which will be treated as though it was a single attack (i.e. a 2 damage splash attack will do 1 point through Toughness, it is not 2 1 point attack)
If the roll had been 8 in the second case, everyone would have been hit except for 18
"Splash damage" was a term coined to describe how a metagame shift could affect opponents that it hadn't intended to affect. [/Magic]
In HeroClix, splash damage from Energy Explosion refers to the damage that carries over to the characters adjacent to the original target.
First, determine if you hit the original target. If you did, apply the same attack roll against the defenses of any adjacent pieces. (They get bonuses for things like ICWO on defense, or Energy Shield/Deflection, but not for Hindering terrain.) If you also hit them, they will take splash damage (equal to the original damage to the prime target... I believe it is always one now, barring a critical hit).
If you have multiple targets, the easiest way to go about this is comparing each group of splash, first from one target then from the other. However, keep in mind that when applying damage you apply all at once. If one figure gets splashed from two prime targets, it will get the two damage applied to it together (which means that Toughness pieces will still take a damage from the attack).

Okay, splash damage affects all characters in base contact with the target of the energy explosion attack. We will set this up as an Example: V Cyclops, V Jean Grey and E Storm vs. Pyro. The letters represent the characters in position, and Xs will be empty spaces.

Pyro has line of sight to Cyclops, so he targets him with an energy explosion attack. Pyro's 9 attack + his roll of 8 = 17, enough to hit Cyclop's defense of 17 (15 +2 from ES/D). Now, because the target was successfully hit, you compare the attack roll result (17) to the defense of everyone in base contact with Cyclops (the target of the attack). Both Jean Grey and Storm are in base contact with Cyclops. The 17 attack roll vs. Jean's 18 defense (thanks to ES/D) is a miss. Jean is not hit. The 17 attack roll vs. Storm's defense of 15 is hit. Storm will receive splash damage from the EE attack, taking one click of damage.
