Not a tokenable action, no. After being carried, all the carried character can do is take free actions like Outwit or Perplex.

Free action only. Nothing that would give you a token. So for example, you could carry someone and then they could Outwit after you set them down, but they could not make an attack or anything else that would give them a token.

They could aquire an action token from another source though.

They could use a feat, such as protected after being carried, or be given a token through the CSA Team Ability.

Good points, both. However, he specifically asked about taking an action an neither one of those is actually an action. The token is just given to the character and it is a situation more similar to being Incapped than to taking an action.
