I don't fully understand how ICWO works, so I can just use the card and pay ten for each agent, and get a plus onecombat value every turn? Can I do this without Oracle on my team, or do I just need oracle for the second power effect?
You can use the card without Oracle on your team. You need to have a min of 2 agents. The get a plus one each time they take a non free action.
The second part is for when Oracle is on your team. One of the agents can take a power action to turn her dial to any spot on her dial, and use the power showing.
The agent will keep this power until another agent takes the actin to turn her dial.
Make sure you understand the "when an agent takes a non-free action, it may adjust a combat value by 1" part of the card.
What you'll see people doing often is giving bonuses to figures that will not take a non-free action in the turn.
If you have, say, 5 Agents of Oracle in a 300 point game, and you don't have Leadership, the most figures will get their Oracle bonus per turn is 3. And if you pass a turn, NO ONE gets an Oracle bonus.
But you'll sometimes see players who just say, "These five get their Oracle bonus -- he gets +1 to attack, she gets +1 to damage, etc." Just be on the lookout for this.
When using the second option of ICWO (the option with Oracle on the card) do you:
1) take an action (like an attack) which activates the turning of Oracle's dial and the subsequent transfer of perplex, outwit or leadership to the agent
or
2) use your figure's action to activate the turning of Oracle's dial and the subsequent transfer of perplex, outwit, or leadership to the agent
As it was said, it is #2, but remember... it only transfers the power to THE SPECIFIC agent that took the power action. The agents don't ALL get the power, just the one.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.
