for both pw and ee is states to deal one damage to all figures successfully hit. my question is this - how do you deal damage if more than one figue is hit? is damage delt simultaneously meaning all figures are delt damage regardless of order or can i determine order of damage delt?
this comes into play with mastermind and one or more figures on their last clix. if i determine order of damage delt i can mastermind the damage to other figures but if all figures are delt damage "at the same time" then all the other figures would be eliminated and the mastermind figure would not be able to shrug-off damage.

First, Master Mind doesn't work when you are hit by PW; PW ignores all powers, team abilities, and feats.
Second, all damage is dealt simultaneously, but your understanding of simultaneous damage seems a little flawed. Since all damage is dealt at the same time, that EE damage Dr. Doom just got hit with can be transferred to his fodder at the same time the fodder is dealt its own damage. So Doom takes no damage as a result and the fodder is dealt twice as much damage (its own + Doom's).
For Pulse Wave, remember it ignores powers and abilities, including team abilities and Feats. So Pulse Wave ignores Mastermind. EVERYBODY takes a hit.
As for EE and splash damage, I believe all the figures are attacked simultaneously, no matter which you actually work out the damage. So the defending player can take the damage in any order that they want.
Also, on the PAC, for Energy Explosion:

Evade means Super Senses, essentially. With Master Mind, the attack is still successful, but someone else ends up taking the damage.
That's what I wasn't sure of. I don't have a rulebook here at work, though I just bought a second Icons Starter (dual Man-Bat attacks rock!) and I should bring it in.

question came up at our venue last night. since i have not played this game long ( one full month) i didn't want to challenge the ruling.

The above sentence confuses the clix out of me.
When it says "with each hit" does that also mean that the 'masterminded' damage would have a seperate senses roll? Does it mean that everyone who has supersenses is in on one roll, either they all dodge or all get hit based on one result? I realize that the "base target" can save everyone this way, but does this mean that if it hits the "base target" then everyone else with super-senses rolls as one?

First, Super Sense can not be used by MM fodder. Super Senses only activates in response to an attack; the damage transferred via Master Mind in no longer an attack, it is just damage dealt (like Poison).
For your second question, you roll separate Super Senses rolls for every character with Super Senses involved in the EE attack, but they only roll once. So, even if the EE attack has two or three targets and Super Senses Guy is hit by two overlapping effects, he'd only roll once to avoid the attack. Meanwhile, Super Senses Gal is only hit by one effect, and she gets her own roll. This is because, even with multiple targets, EE is a single attack. The attacker only rolls one set of dice and compares that one roll to all the DVs of the character's involved. So the is only one chance to dodge the one attack.
