1. Do feat cards count as part of a character's cost while checking for the ability to use Inspiring Command's effect? For example: If I have a U Ra's al-Ghul with Inspiring Command (we'll assume he's on one of his Leadership clicks), and my adjacent V Clayface (who doesn't have any feat cards assigned to him) pushes to do something, does that Clayface take a click of damage for pushing or not?
1.1. Does Inspiring Command's willpower-esque effect apply to characters controlled by allies in team games? Does it apply to enemy characters? I'm looking at the card right now and it doesn't specify.
2. In Contact With Oracle (partially) reads: "As long as it is not the target of Mind Control, when an Agent is given an action you may choose to give one of its combat values +1 until the beginning of your next turn." Does a free action count as 'an action' in this case?
3. Does the character against which the +1 Attack granted by Alpha Flight/Ultimate X-Men/2000 AD applies have to be chosen for the team as a whole, or is it chosen for each character individually? So, for example, if I am using V Dazzler and U Professor X and my opponent is using Icons Flash and Ultimate Clayface, do I say "Ultimate X-Men get +1 Attack against The Flash" or can I say "Professor X gets +1 Attack against The Flash and Dazzler gets +1 Attack against Ultimate Clayface"?

Does the wildcard have to copy an individual character (so, using the example above, does the wildcard copy Dazzler's Ultimate X-Men TA to get +1 Attack against Ultimate Clayface)? Does the wildcard get to choose for himself what charactert he wants the +1 against?

If the Ultimate X-Men get to choose their targets individually, and the wildcard gets to choose what character he wants the +1 against, does a character whose wildcard TA copies 'remember' what he got +1 against when he first chose it? That is to say, if my wildcard copies the Ultimate X-Men TA, names The Flash as the guy he wants to get +1 against, and then copies a different allied TA, does he automatically get +1 Attack against The Flash if he copies the Ultimate X-Men TA again or does he get to choose again?

No, feat cards do not add to a character's cost at all. Usually is asked in reference to Mind Control and feedback damage, but it is also the same for Inspiring Command.

As far as opponents go, the answer is no because your opponents can never use your feats, even if they MC one of your characters. As far as allies go, you'll have to ask your judge the specific rules of the scenario. Sometimes allies have access to each other powers, TAs, and such (basically two people running one large team), other times you are only 'allies' in that you just can't attack each other. Depends on the game.

No. From the DC errata:
Free actions may not be used to give an Agent the +1 to its combat values.

Depends on the TA. Due to slight variations in the wording Alpha Flight and 2000 AD enemies are for the entire team (everyone with the AF or 2000AD TA, that is). Ultimate X-men is worded in such a way that a different enemy can be selected for each member. So, from a maximizing your investment POV, Ultimate X-men is the 'better' version of that type of TA.

The wildcard would get to choose its own target, but then that wildcard is stuck with that target the rest of the game; it does not get to choose a new enemy each time it copies the TA.

As of Icons rules feats do not increase a character's cost. So yes, Clayface would take the pushing click.

I can't imagine why it would apply to enemies, though the card really should have specified "friendly." I suppose if you were worried about it you could turn off the feat on your opponent's turn, though that would leave your friendly "inspired" figures vulnerable to pushing damage from Incapacitate, for example. I'd expect a FAQ entry on this one to only affect friendly characters.

No, it must be a "tokenable" action. Free actions do not count.

For Ultimate X-Men it is chosen separately for each character with the Ultimate X-Men TA. For 2000AD and Alpha Flight, you choose one team or figure, and every friendly 2000AD/Alpha Flight figure gets the bonus vs. that TA or figure.

The Wildcard counts as a separate member of the team, and can choose a new enemy for himself. However, any time he copies Ultimate X-Men in the future during that game, it will apply to the enemy he originally chose.

Just as well, since you had a more correct answer about the opponent's use of Inspired Command than I did
And that is only because I am some sort of odd sort who spends waaaaaaay too much time reading up on the rules of this game. People, like yourself, who might not have a full answer probably have a much more healthy social life
here's a nifty addendum that makes ultimate x-men a little better as well. due to the wording of the ta, you can declare your +1 at ANY time, including after the dice have been rolled!
so if cyclops misses by 1 and hasn't declared his modifier yet, he can declare it at that point and turn his miss into a hit! wierd.

And I didn't think it was possible for me to love V Dazzler even more.
I wonder why the ultimate X-Men TA is different from Alpha Flight and 2000AD. Is this intentional?
I don't know if we ever had a clear explanation of this. I certainly don't ever remember hearing/reading one. Maybe some of the other denizens of the board can recall if BroMags or any other WK employee has said anything about it?
Feats also do not (now, post-Icons) contribute to a character's cost when figuring out Mastermind possibilities, nor do they count for Arch-Enemy defeats/captures.
