1. Does pulsewave affect opposing characters within range but on elevated terrain?
2. Does pulsewave ignore the +2 defense bonus from carrying the desk? It ignores all powers so would it ignore the superstrength that is required to carry the desk?
3. Does pulsewave ignore ICWO defense bonus and protected?

Only if you can draw LOF to them (i.e. they are on the edge of the building).

No. The desk is not a power, team ability, or feat. It is an object with special rules. PW does not ignore objects.

Yes, because they are feats. PW ignores powers, team abilites, and feats.
I understand what you are saying about the desk not being a feat, team ability or power. I really think that my opponent and I are actually trying to determine if pulsewave would ignore the superstrength or not.

PW ignores powers, but it does not remove or counter them. if that were the case, the figure would have to drop the desk. since the power is not countered and it still carries the desk, it can use the +2 modifier.
I know that the figure using the Pulsewave can still do it's team ability example: Suicide squad when somebody dies.
Here are the questions:
1) I just need to know if all team abilities of the figure using pulsewave can still be used for sure like my statement above. This is with the new Superman with Pulsewave (CD - Rookie). He has Superman team ability so his Pulsewave is not affected by hindering when a clear LoF can be drawn. This somehow will not work if somebody is blocking LoF. Is this correct?
2) I am still being bugged up to this point in time. Because Pulsewave ignores feats, does this mean that ICWO can't be used by the person doing the pulsewave or is it the same way that the figure using the pulsewave can use feats, team ability and all his powers? Only all the other figures within the blast radius are affected by it.

The Superman Ally TA ignores hindering terrain. It doesn't specify that this is for LOF only; they ignore hindering terrain, period. So, for PW, no character within PW range will gain a hindering terrain bonus.

No. PW does not ignore anything on the character using PW. If it did, it would ignore its own powers (including PW) and you'd be in big catch-22 loop (if I use this power, I will ignore the power, which means I can't use, but if I can't use, I won't ignore it, which means I can use it, which means...).
As such, the ICWO on the PW-ing character is not ignored and it can use ICWO just fine.
