I haven't kept up on the debate over outsiders. I know when it first came out there were quite a few questions. I have a tournament coming up where all the figs must share the same team and I'm thinking about using outsiders.
Now outsiders says
Quote
Once at the beginning of your turn as a free action, a member of this team chooses a target friendly or opposing character within 10 squares; the member must have clear line of fire to the target. Until the beginning of your next turn, the target may not be the target of powers or team abilities that modify its combat values. This team ability may not be copied by wild card team abilities.
I want to be positive I understand this, so heres some questions.
Am I correct in assuming that this TA stops the following powers from working
ESD
RCE
CCE
Defend
Next question. Lets suppose I'm facing an Alt FF team. I use outsiders on the Human Torch, he can now no longer get +2 from ESD, but does he also lose the 19 from sue. This is critically important for me to know. Does it affect:
JSA/Defenders Team Ability
Batman Enemy/Sinester Sindicate Team Ability
Morlocks
Hydra
Shield
Next question. Does this TA stop feats from modifying powers? For example, if someone uses pounce that I've outsidered, they could still move and attack but would lose the +1 to attack and damage granted by pounce? Does this TA also nerf ICWO? This is also a big question.
So if it doesn't affect feats, I'm thinking you can still use ICWO to modify values even if you're targeted by an Outsider, right?
Right, feats are not effected, so ICWO still works.

It doesn't really have anything to do with 'targeting'. The transporter move and attack ability (and the associated AV penalty) are not Powers or Team Abilites. Since it isn't a Power or Team Abilty, it is not effected by Outsiders.
