okay i dont have one so i didnt read it. its 15 pts right? anyway lets say i have a v doom on his first click so he can use the card and three of his trusty doombots by his side. i also have a shield dude somewhere on the board. he wants to blast someone out of the sky and the bots go shield and pump his damage to 6. then on the next turn can the bots do shield again, push, but take no damage. if so i really really want this card.

For truly effective Inspiring Commanders, we may start to see Agents of Oracle actually channelling her Leadership! I'm guessing that the candidate for the IC feat will still need to 'naturally' have Mastermind or Leadership somewhere on their dial.

There's no guessing involved; characters must meet the prerequisites for feats before the game begins in order to be assigned the feat.
But, yes, I can see people actually wanting to use her Leadership now, especially early game where you still might be jockying to get people into position and want to fire off consecutive TKs.
In this circumstance, I'd bet cash money that normalview is 100% correct regarding the preqs of this feat...however, we've had several instances in which the text of the feat card was not the last word on how the feat worked

I know a lot of feats have had their usage... tweaked by errata and such, but no feat has ever been ruled to be usable by a character that did not meet the prerequisites on its own before the game begins. Even Brilliant Tactician with its intial confusion over having Perplex and Outwit at the same time still requires that the assinged character has both Perplex and Outwit on its dial somewhere without outside aid.
I guess I am having problems envisioning any scenario that could possibly allow a character to use IC without first having its own Leadership and/or Mastermind.
I used the card this weekend with E Cap from armor wars and an Avengers/JSA team.
Awesome. Just awesome. Quicksilver and Hawkeye pushing left and right while picking up a 20D from antman.
My question is this:
If the bearer of the card gets leadership/mastermind outwitted after a character is pushed, do you deal pushing damage to them.
example - quicksilver pushes to do a hypersonic attack and ends up next to cap (even though he doesn't have to) he takes his second token and then I end my turn. My opponent outwits Cap's leadership at the beginning of his turn. Does Quicksilver then take a click for pushing?

As long as Quicksilver fulfills the adjacency requirement before or after his action he will not take the push damage from two tokens. Since push damage is taken after an action is completed, it won't matter if your opponent outwits Leadership on his turn.
Most leadership is up front, so Oracle will still be the Perplex/Outwit giver
OTOH, someone like Hush or Ra's who start with it become gods. You have Oracle on the card and give Hush/Ra's Brilliant Tactician, ICWO and inspiring command
First turn, give them an action to get Perplex (they both have it, just 2 clicks in) so they can BT all Bat Enemies on their team and prevent same from pushing

I'm thinking more of the 'tweaks of usage' category, like Avengers/Thunderbolts not really being a Thunderbolts Team but instead being glorified wildcards, and Submerged not really blocking Lines of Sight. I guess I'm just cynical about trying to anticipate what possible changes could be coming down the pike...
