Okay I am looking at the PAC card and I am trying to base my knowledge on what I have known before. I am not sure if anything change so anybody please help me out here.
I have 1 flying fig who can pulsewave. The flying fig pulsewave and attacking 2 figures on normal terrain and the radius also encompasses 1 figure on the edge of an elevated terrain. The flying fig is on normal terrain and not elevated.
Questions:
1) Can the pulsewaver hit all the figs including the elevated figure?
2) Now if you switch it around where the pulsewaver is on the edge of the elevated terrain and pulsewaving a figure below + a figure on the elevated terrain, would the figure be able to hit all?
3) Now follow up on question 2 above, if the flying figure pulsewave and the figure is on elevated only attacking figures on the lower level while the pulsewaver is on the edge of the building, can he pulsewave and hit the bottom figures?
I am confuse about this because the PAC said Line of Fire but says something about normal hindering rules apply so I am not sure how to read this. Especially saying something about Line of Fire on all directions.
Can somebody help out?

For pulsewaving soaring characters, do you get 1/2 penalty (due to soaring) + another 1/2 penalty (due to pulsewave)? So if you have somebody with a range of 8. He pulsewave which means 1/2 of 8 is 4 but he is now pulsewaving a soaring character then he gets another 1/2 of 4 which is 2.
Need clarification here.

If it can draw a LOF to the characters (ignoring character bases per the PW description), the yes.

Again, assuming it can draw LOF, yes.

Third time... if it can draw LOF, yes.

What this means is that you draw LOF normally. The only difference is that you can ignore character bases; terrain still effects LOF normally (can't draw through blocking terrain and hindering terrain adds a +1 bonus to DV).

I think this would not work due to it's a range combat action and soaring characters cannot range grounded figures.
That is correct. Short of the Divebomb feat (which allows a close combat attack) or the soaring character having Leap/Climb (like Mimic), soaring characters can not effect non-soaring standard characters. They can effect Giants and Big Figs, but those are special cases.
