Which goes first: declaring what you Thunderbolt, or BFCs?

Check the Icons rule book (pages 9 -12) and it gives you the order of the game set up. Number 3 is reveal BFC and number 5 is place your characters. The Thunderbolts card specifies that you declare your TA after you place the characters.

Sweet, I thought you had to declare what you are T-Bolting when you reveal your team.
