0damage A power that deals 0 damage may have that damage modified.
The base damage value becomes 0, but it can then be modified after that.
It doesn't work with EE because EE doesn't use the damage value at all for determining damage dealt (I dunno why they even left in that part about the damage value becoming 1, since it doesn't even matter). PW ignores all powers and TAs within it's range, so that would exclude Enhancement or SHIELD anyway.
Also, according to your logic, a character benefiting from the Defend power could not benefit from modifiers like ES/D or hindering terrain.

Is this so? I hope so, because otherwise we have an inconsistancy in the rules, and I have a few 'cheeters' at my venues that I need to educate...

Well, I know that we've (and by 'we' I mean anyone I've seen discuss it on the judges board) been allowing things like ES/D and Shellhead to continue to work with replacement DVs... but I can't come up with a reason why, off the top of my head. Probably something to do with differences in the specific wording of Incap/EE/PW and the wording of Defend/JSA/alt FF (semantics... gotta love it ).
I'll take this question over the to the judges forum and see if anyone can interpret the difference better than I. I'll keep you all posted.
Direct from the RA, here's the difference between powers like Incap and Defend:
"Until the action has been resolved" prevents any modification of the stat. That's different from the simple "replace" terminology used by Defend, etc.
The inclusion of the "until the end of the attack" wording on Defend, etc is simply there to show that it isn't "always on".
Just to clarify, I understand that Karl has rules so, and I will abide by it, and repeat it as nesasesary. However, if anyone ever asks me why it is so, I will simply have to answer "The RA said so, but I do not understand why." :cross-eye
Granted, this probably won't ever come up in the real world, as EE and PW can easily be explained away due to other aspects of those powers, and with the advent of Stunning Blow, people (around here anyway) just don't use Enhancement or SHIELD with Incap anymore.....
