This may sound really crazy...
but can you "knock down" the hindering terrain like walls because it is treated as blocking terrain.
Then can you shoot them?
Also my friend says you have to be adjacent to the character with stealth to outwit and perplex and probability control them

Yes, you can destroy blocking terrain (including walls). From the Icons rule book (page 25, under 'Blocking Terrain'):
Destroying blocking terrain.
A square of blocking terrain can be destroyed by an attack that deals at least 3 damage in a single attack. When a character attacks blocking terrain, the attack automatically succeeds. An attacker may not target both a character and blocking terrain. A close combat attack may be used to target and destroy a square of blocking terrain adjacent to the square the character occupies. A ranged combat attack may be used to destroy a square of blocking terrain by drawing a line of fire to the center of the square of blocking terrain; the line of fire is not blocked by blocking terrain in the target square.
When a square of blocking terrain is destroyed, place a debris terrain marker in the square. This marker represents the wreckage left behind by the destruction of the blocking terrain and turns the square into hindering terrain. If a square of blocking terrain that contains a boundary line is destroyed and it is adjacent to a square or squares of blocking terrain, the boundary line is assumed to move to the nearest adjacent square or squares of blocking terrain so that all squares of blocking terrain are contained within a continuous boundary. In some cases this may result in two separate areas of blocking terrain.
And, for walls:
Destroying walls.
A close combat attack may be used to target and destroy a wall along the edge of the square the character occupies. A ranged combat attack may be used to target and destroy a wall by drawing a line of fire to the center of a square adjacent to the wall and on the opposite side of the wall from the attacking character; the line of fire is not blocked by the wall. All other requirements for destroying a wall
are the same as those for destroying blocking terrain.
When a wall is destroyed, place debris terrain markers in the squares adjacent to both sides of the destroyed wall, as shown in Figure 13. These markers act as hindering terrain and represent the debris remaining after the destruction of the wall.

No. To use powers like Outwit, PC, and Perplex, the character must be able to draw LOF to the target. Adjacency does not necessarily grant LOF. If a Stealthed character is actually sitting on a square of hindering terrain, only characters that have some way of ignoring hindering terrain for LOF purposes (i.e. Ultimates/Superman Allies, Bright Lights BFC is in play, etc) will be able to draw LOF to a character.
Look at it this way: the rules for determining LOF are the same whether the character is 1 sqaure away from its target or 20 squares away. Adjacency has nothing to do with LOF.

He says the people dont even know the stealthed character is there and cannot see them cos of the blocking terrain.

I did answer your question. It is as simple as I stated. If you can draw LOF, you can use those powers. If you can't draw LOF, you can't use those powers.
If there is no hindering terrain between the Outwitting character and the Stealthed character, then Stealth-guy can be Outwitted. Stealth does nothing if there is no hindering terrain for it to hide in.

No, because it is still hindering terrain. It is treating as blocking terrain only if Stealth is involved and then it is treated as blocking terrain only for LOF purposes; it is still hindering terrain, though.
And the rules do not allow hindering terrain to be destroyed.
I think I have been playing stealth rules wrong!
So you cant attack people in stealth even if their adjacent to you (if you dont have superman, ultimates etc.)?

Not with ranged attacks, no. You can still perfrom close combat attacks, though. Close combat does not require LOF.
