No. "Penetrating" just means it goes though damage reducing powers (Toughness, Invulnerability, Impervious). They just added a new term, but it means the same thing as before.
With the new penatrating damage does psychic blast and expliot weakness go through mastermind and super senses?
We don't know the exact wording of Penetrating Damage as it is described in the Danger Room rule book. However, all indications seem to be that it will function just like the current Psychic Blast and Exploit Weakness. So, keeping that in mind, Master Mind should still be able to diver the damage.
Barring some kind of major rewrite to the Super Senses power, there is no way Pentetrating Damage could bypass Super Senses; Super Senses doesn't deal with damage at all. Instead, it causes the attack itself to miss (just as if you did not roll high enough in the first place).
As soon as the Danger Room rules have been released, you'll be able to get a more definitive answer, but I wouldn't expect any real change.
