yes but a flyer cannot shoot another target if it is based by someone, even if that "baser" is a nonflyer. Does this matter for pulsewave? I understand that a flyer can shoot an opponent that is basing them.

It is true that a based flier cannot target another figure to which it is not based, but the distinction is that Pulse Wave doesn't target anyone. That is why, as long as you are allowed to make a ranged attack, you are allowed to Pulse Wave.

OK, sounds good. So, one way to put it would be that a flyer can always pulsewave. A nonflyer can pulsewave if he is not based by anyone or is based only by flyers.
Yes, PW does not target anybody. So that Ghost sent up to tie up Nimrod would still take the blast, because all you do is draw half-range lines.
Actually, in this case, PW can't be use. Even though PW doesn't target anyone, you must still give the character a ranged combat action, and Nimrod (as a non-flier) adjacent to an opposing Ghost (also a non-flier) can't be given ranged combat actions. Targetting has nothing to do with it.

Sort of true. While you can shoot through other characters, yes, terrain still effects LOF normally; hindering terrain grants a +1 to DV and blocking terrain will prevent LOF from being draw. Barrier is quite possibly the best defense against flying Nova Blasters (i.e. Brainiac, Polaris, Banshee, etc).

Actually, as per the Icons rulebook, a non-flyer cannot make a ranged combat attack if based by a non-flyer.
Now, I know you know why it's important, but for those who don't, it is important in cases like RCE, which is a Power Action that results in a ranged combat attack.
